Former City Employee Gets Off on Good Behavior for Embezzlement

31 year-old James Dempsey Cartee of Martinsville will spend no time in jail as long as he remains on good behavior for three years. Cartee was employed by the City of Martinsville as a utility locater when he used a city credit card to buy 11 iPads and a laptop without proper approval. According to court records, Cartee bought them for other employees, but didn’t ask for authorization to make the purchase. Cartee reimbursed the City over $4,000 for the purchases.
